For over 25 years Mr. Wynne has performed as CFO or Controller to government contractors ranging in size from $5M to $75M in the areas of Finance, Accounting, Contracts, Operations, Strategic Planning, and M&A. He has effectively met and resolved challenges and has successfully maximized compliance, profitability, contract awards and cash flow.
Throughout his career he has focused on DCAA audits, indirect cost rates and Incurred Cost Submissions. He is an expert on the FAR, the CAS and other government contracting challenges including B&P contract pricing, contract negotiations and working with senior management and business owners on business strategy including successfully transitioning after graduation from the SBA 8(a) Program.
He is a seasoned expert with hands on experience fixing problems involving delayed financial reporting, banks, DCAA, DHHS, cash flow problems, replacing antiquated accounting systems, dealing with complex terms and issues in government contracts, contract closeouts, automating and improving processes, and advising business owners in financial matters. His efforts have resulted in measured improvements in EBITDA, banking relations, relations with government COs, COTRs and Contract Specialists, SBA and employee morale.
Over his tenure as CFO Mr. Wynne has maintained strong personal and professional relationships with several executives in Bank of America, Wells Fargo, Access National Bank, PNC and numerous other regional and local banks. He has turned around troubled banking relations and negotiated favorable terms for credit lines up to $20M. He also has long standing relationships with partners in CPA firms, CFOs, business owners, attorneys, real estate brokers and insurance professionals. He successfully obtained financing for the acquisition of a $28M government contracting company. Mr. Wynne also oversaw the due diligence process, and the integration of the accounting, contracts and HR systems post acquisition.
Mr. Wynne’s international business experience includes implementing procedures and controls for field offices in foreign countries, financing for foreign operations under EXIM Bank’s Working Capital Guarantee Program, International Letters of Credit, Bank Guarantees, OPIC insurance, USAID, DOS, the World Bank, tax planning and complex corporate structures for offshore entities,.
Mr. Wynne is a high energy problem solver offering very strong people skills. He is an excellent motivator and communicator. He is a native of Washington DC, a Certified Public Accountant (inactive license), and holds a BS in Accounting from Georgetown University.
